The owner of the site I admin got their hosting upgraded to "Economy Linux Hosting with cPanel".
I've followed the instructions in the Godaddy Help section:
However, when I enter in the site's domain name, the domain criteria just says: "Not already hosted elsewhere" and the "Next " button is greyed out.
The domain and website are both hosted by Godaddy! The DNS is pointed to Godaddy!
There's no instructions whatsoever on how to proceed....

It sounds like you're switching the type of hosting. If the domain is already associated with a hosting plan it would need to be removed from that before it can be added to the new plan.

You were correct.
I called support and they walked me through redesignating the domain in the old hosting so that it was made available to Cpanel Setup. Good thing tech support knew their stuff, because I would never have figured that out.
